RESOLVE was founded in 1974 and since the beginning RESOLVE has fought for greater access to care for all who need it. RESOLVE has actively supported and pushed for legislation at the state and federal level that would mandate insurance coverage for the diagnosis and treatment of infertility. While RESOLVE recognizes that some state insurance mandates have flaws, they do provide coverage for thousands of people that otherwise would not be able to access the care they need.
Due to the climate in Washington, the passage of the Affordable Care Act, and advice from Members of Congress, RESOLVE began discussing alternative ways to provide financial relief to patients in the absence of a federal insurance mandate, which we were told would not pass. The Family Act of 2011, mirrored after the Adoption Tax Credit is an excellent vehicle to help infertility patients, specifically those that cannot afford to even access IVF, and those who may need to try another cycle but cannot due to cost. The Family Act allows thousands that would otherwise not be able to access care to receive the medical treatment they need to build their family.
